Julie-Ann Rogers was the only survivor of a boating accident with which the engine had been tampered, and then it exploded.  Fortunately, she was thrown clear and was found unharmed by Fawcett City's well-known radio broadcaster, Billy Batson.  Although her family was gone, she was thankful to be alive and thanked her new friend Billy for his help.  He then told her he needed a friend to talk to from time to time because he was an orphan himself.  Billy and Julie-Ann have been like brother and sister for the past four years.
Julie-Ann came across Captain Marvel quite by accident.  She asked Billy to meet her at an old farmhouse outside of town.  Billy waited for her very patiently, until he heard about a bank being robbed.  He decided to change into Captain Marvel, but as he said the word "Shazam," Julie-Ann ran into the farmhouse and caught the surprise of her life.  Billy, now Captain Marvel, noticed her at the door and asked her to wait there until he could return to explain himself.
When he left, Julie-Ann received another surprise:  the unexpected appearance of the spirit of the wizard Shazam.  She was appalled by his presence before her eyes, but at least she would understand the connection between Billy and Captain Marvel.  In the middle of the conversation, Shazam sensed Captain Marvel needed help, and it was up to her to help him.  She was not sure of what to do, until Shazam said she could be a superhero herself just by saying his name.  She agreed to try it, as she really had nothing to lose.  When she said the magic word, she transformed into a young hero in a sky-blue costume.  Then, Shazam told, "Now, Little Miss Marvel, you must go help the captain."
She flew off to help her new friend but did not know what to do when she got there.  Shazam mentally explained to her she only had to use the gloves she wore.  Instead of having the speed of Mercury, she had the magic of Merlin, with her gloves being the source of the magic.  Whenever she said a rhyme of at least two lines, the gloves would do her bidding, but she had to say "magic gloves" and "please" in the rhyme to make them work better.  When she arrived, she said a rhyme coming from her heart.  "Magic gloves, please listen clear.  Make these criminals disappear.  They will not run, they will not sail, for they will reappear in jail!"  Exactly as she said, they disappeared from the scene and reappeared in the local jailhouse.
Captain Marvel was grateful to her, but he had no idea who he was.  Shazam appeared to the two heroes and told the Captain about Julie-Ann's transformation and magical abilities.  As for her, she was very happy to assist her friend.
Nowadays, when there is trouble in Fawcett City, all Julie-Ann needs to do is say "Shazam," and she becomes Little Miss Marvel, armed with her flying skills and her magic gloves.
